ST. JOHN – A man was charged with a felony after he was allegedly caught masturbating in a parking lot with an Infant nearby.
According to St. John Police, it happened Tuesday after a man was confronted by a witness with a cell phone in a Target parking lot at 9800 Block of Wicker Avenue. According to reports, the witness confronted the man from the open window of the passenger’s side of his vehicle and recorded the encounter. The video later provided to police shows the man fully exposed preforming the act. He proceeded to drive away and the witness captured his license plate.
Detectives working the case found footage of the same man in Target with an infant child in a shopping cart. The child was present in the vehicle at the time of the encounter.
Police identified the man and arrested Thomas W. Harms, 34 of St. John at his home in the 11000 block of Summerlin Street. Harms was charged with Performing Sexual Conduct in the Presence of a Minor, a felony, and Public Nudity, a misdemeanor.
