Decatur, IL — Two Decatur men are in custody facing multiple felony charges after an Illinois State Police investigation uncovered an alleged human trafficking and involuntary servitude operation involving a local woman.
According to the Illinois State Police (ISP) Illinois Trafficking Enforcement Group (ITEG), officers arrested 36-year-old Bryan M. Slater and 31-year-old Jacob D. Miller, both of Decatur, following a weeks-long investigation that began with a theft report in Coles County.
ISP said the investigation led authorities to identify a woman as a possible victim of human trafficking and involuntary servitude. At the request of the Coles County Sheriff’s Department, ITEG agents contacted the woman to continue the investigation.
According to ISP, the woman reported that she had allegedly been abused, sexually assaulted, and forced into prostitution by Slater and Miller.
On Thursday, October 23, 2025, the Coles County Sheriff’s Department initially received the theft report that sparked the investigation. Arrest warrants were later issued on Wednesday, November 5, 2025, for both men on multiple felony counts.
Miller was arrested on Friday, December 2, 2025, in Sangamon County by the U.S. Marshals Service Fugitive Apprehension Task Force. Slater was arrested by the same task force on Wednesday, December 17, 2025, also in Sangamon County.
Both men face charges including Aggravated Involuntary Servitude, Trafficking for Labor, Promoting Prostitution, and additional counts related to physical and financial harm. Several of the charges are classified as Class X and Class 1 felonies, according to ISP.
Slater and Miller remain held at the Macon County Jail as the case proceeds through the court system.
Authorities emphasized that the charges are allegations and that both defendants are presumed innocent until proven guilty in a court of law.
