Baton Rouge, LA – A month-long enforcement operation targeting illegal vape sales in Louisiana has led to four arrests and the confiscation of more than 13,000 unauthorized products in the New Orleans area.
According to the Louisiana Office of Alcohol and Tobacco Control (ATC), the operation—dubbed “Vape Out II”—was carried out in partnership with the Louisiana State Police (LSP) and the Office of the State Fire Marshal (OSFM). The sweep took place from July 8 through August 7 and focused on vape retailers suspected of distributing unauthorized and illegal substances.
Authorities reported that 13,433 items were seized, including banned vape cartridges, unauthorized CBD oils, kratom, nitrous oxide, psilocybin, tainted sexual enhancement products, and other narcotics. Investigators allege the substances were being sold without authorization to the public.
The arrests included:
- Braa R. Issa, arrested at Smoke Sum in New Orleans, allegedly found with a Schedule I narcotic and a firearm.
- Sadam Mohamed Labeid, arrested at ZaZa Vape Shop 6 in Kenner, allegedly charged with possession of marijuana, kratom, psilocybin, resisting an officer, and refusing to provide identification.
- Mahmoud Al-Soudani, arrested at Out Smoke 1 in Kenner, allegedly found with psilocybin.
- Shady Abu-Hamad, arrested at Vape On in Kenner, allegedly charged with intent to distribute Schedule I narcotics, including kratom.
In addition to the arrests, officials said OSFM issued 62 safety citations, while ATC issued 110 citations and suspended one emergency license.
Authorities noted that this was the second phase of a broader statewide crackdown on illegal vape distribution. More enforcement actions are expected in the coming months.
