According to the LCSO, Vinod Kumar, 56, of South Riding, was arrested on Friday, November 7, 2025, and charged with Aggravated Sexual Battery of a Minor. He is being held without bond at the Loudoun County Adult Detention Center.

Deputies were first alerted on November 2, 2025, to a report involving a juvenile in the Amberlea neighborhood of South Riding. Investigators say further evidence suggests there may be additional victims tied to Kumar’s alleged behavior.

Kumar is known to live in the Amberlea neighborhood and, according to the sheriff’s office, may be referred to by local children as the “candy man” or “candy guy.”
