Livingston County, NY – Traffic Stop Leads to Felony Drug Arrest After Crack Cocaine Found During I-390 Stop

Avon, NY – A Steuben County man was arrested on felony drug charges after a traffic stop on Interstate 390 in the Town of Avon, according to Livingston County Sheriff Thomas J. Dougherty.

The arrest occurred around 6:15 p.m. on October 8, 2025, when Sheriff’s Deputy Jason Page stopped a vehicle allegedly violating New York State traffic laws. During the stop, the deputy made contact with a passenger, identified as 44-year-old Cirilo Hernandez of Hornell, NY.

According to the Sheriff’s Office, the deputy suspected drug activity and initiated a search, which allegedly revealed crack cocaine. Hernandez was subsequently arrested and charged with felony criminal possession of a controlled substance in the fourth degree.

He was booked into the Livingston County Jail and later arraigned at the county’s Centralized Arraignment Part before Town of Mount Morris Justice Ossont, who remanded Hernandez to the Sheriff’s custody without bail due to prior felony convictions.

The Livingston County Public Defender’s Office represented Hernandez during arraignment, while the District Attorney’s Office appeared for the prosecution.
