Livingston County, NY – A 63-year-old Avon man has been arrested following a multi-week investigation into the alleged theft and misuse of a debit card that was reported stolen in Livingston County.

According to the Livingston County Sheriff’s Office, deputies responded to a government building in the Village of Dansville at approximately 6 p.m. on Tuesday, January 6, after receiving a report that a stolen debit card had been used without authorization. Investigators determined the card had been taken earlier and used for multiple purchases in December 2025.

Sheriff’s investigators later identified the suspect as Robert Proctor, 63, of the Town of Avon. Following further investigation into the alleged grand larceny and fraudulent transactions connected to the debit card, charges were filed earlier this week.

On Tuesday, January 13, Sheriff’s Investigator James Merrick arrested Proctor. According to authorities, Proctor was charged with felony Grand Larceny in the Fourth Degree, felony Identity Theft in the Second Degree, and Petit Larceny. Officials stressed the charges are allegations, and Proctor is presumed innocent unless proven guilty in court.

Proctor was processed at the Livingston County Jail and released on an appearance ticket. Authorities said the charges do not qualify for bail under New York State’s Justice Reform Act.

The Livingston County Sheriff’s Office said members of both the Criminal Investigations Division and the Patrol Division assisted in the investigation. The case remains pending in Livingston County court.

Residents are reminded to monitor financial accounts closely and report suspected fraud or identity theft to law enforcement as soon as possible.
