According to Sheriff Thomas J. Dougherty, deputies arrested 50-year-old Johnnie Balkman on Monday, December 23, following an investigation by the Livingston County Sheriff’s Office Criminal Investigations Division. Balkman is charged with felony failure to register and verify as a New York State registered sex offender.

Investigators allege Balkman, who is classified as a Level 3 New York State registered sex offender, failed to notify authorities of a change of address as required under state law. New York Corrections Law Section 168-F(4) requires registered sex offenders to report changes to their address, employment, school enrollment, and internet identifiers within 10 calendar days.

Sheriff’s officials say Balkman was located by the Rochester Police Department on an outstanding arrest warrant. He was taken into custody and transported to the Livingston County Jail, where he was processed and held for arraignment.

Balkman was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) before Town of Leicester Justice Scottfield. Due to prior felony convictions, the judge remanded Balkman to the custody of the Livingston County Sheriff without the possibility of bail, authorities said.

The Livingston County Public Defender’s Office represented Balkman at arraignment, while the Livingston County District Attorney’s Office appeared on behalf of the prosecution.

The investigation and arrest were assisted by members of the Sheriff’s Office Patrol Division and the Rochester Police Department.
