While they might appear to be no one is working, visible work often pauses because construction happens in phases. For example, in large projects, phased construction includes pauses for underground work, inspections, concrete curing time, and compliance with funding milestone approvals and environmental checks. Closures and cones may remain in place even when no visible work is underway to maintain driver safety.
