Lake County, IL – Two people have been arrested in connection with a targeted murder-for-hire attempt that left a Beach Park man critically injured earlier this week, according to the Lake County Sheriff’s Office.

Detectives say the shooting occurred around 5:20 a.m. on November 5, 2025, in the 38400 block of North Sheridan Road. The 46-year-old victim was reportedly shot while sitting in his vehicle before work. A family member rushed him to Vista East Medical Center in Waukegan, and he was later airlifted to a Level-1 trauma center, where he remains in extremely critical condition.

According to the sheriff’s office, investigators used neighborhood surveillance and the Flock Safety license plate reader network to trace a suspicious vehicle seen near the scene. That vehicle led detectives to 28-year-old Cristian N. Ruval-Cavatorres of Mount Pleasant, Wisconsin. Mount Pleasant Police arrested him on November 5 after a coordinated effort between agencies.

Authorities say evidence shows Ruval-Cavatorres was allegedly hired to carry out the shooting. A firearm believed to have been used in the attack and a phone used to arrange the plot were recovered during a search warrant. Detectives later arrested the alleged mastermind behind the plan on November 6 in North Chicago.

Ruval-Cavatorres faces multiple felony charges, including attempted first-degree murder, aggravated battery with a firearm, and aggravated discharge of a firearm. He is being held in Racine County pending extradition to Lake County.

Sheriff John D. Idleburg commended investigators, saying, “Senseless acts of violence have no place in our society… Our detectives swiftly uncovered a significant amount of evidence that led them to the offender and the individual who ordered the shooting.”
