La Porte, IN – Two men from New York City were arrested this week in La Porte County after separate traffic stops on Interstate 80/90 resulted in one fleeing on foot and deputies later recovering suspected narcotics.
According to the La Porte County Sheriff’s Office, deputies stopped a blue Kia Telluride around 11 a.m. Tuesday near the 52-mile marker. The driver, identified as 39-year-old Carlos Velez-Angulo of the Bronx, and passenger, 45-year-old Billy Santiago of Brooklyn, were questioned. Deputies later determined Santiago was wanted in New York for a parole violation, leading to his arrest. Velez-Angulo was initially released.
Later that day, around 5:52 p.m., deputies again stopped the same SUV, this time near the 55-mile marker. Authorities say Velez-Angulo fled on foot across multiple lanes of traffic after being asked to exit the vehicle. A perimeter search recovered two vacuum-sealed packages believed to contain narcotics.
Indiana State Police assisted in locating and apprehending Velez-Angulo near the 61-mile marker. He now faces multiple charges, including two counts of Level 2 felony dealing in a narcotic drug and misdemeanor resisting law enforcement. He is being held in the La Porte County Jail on a $50,005 cash-only bond.
Santiago remains lodged on the parole violation, while prosecutors continue to review the case against Velez-Angulo.
