On October 23, 2025, investigators from seven police departments conducted compliance checks on 114 registered sex offenders and violent offenders against youth residing in the county, making direct contact with 58 individuals.
According to the Sheriff’s Office, one offender was identified as possibly being in violation of the Sex Offender Registration Act or the Violent Offender Against Youth Registration Act. A criminal investigation into that individual is now underway.
Authorities also served an arrest warrant for Kevin Todd, 48, of Newark, who allegedly failed to appear in court for a prior violation of sex offender registration requirements.
Undersheriff Bobby Richardson said the initiative reflects the county’s ongoing commitment to public safety. “We regularly conduct compliance checks on registered offenders to ensure they are adhering to state law,” Richardson stated. “Strong partnerships with our local and federal agencies enhance the effectiveness of our efforts.”
Participating agencies included police departments from Yorkville, Plano, Plainfield, Montgomery, and Joliet, along with the United States Marshals Service.
Authorities emphasized that all individuals named remain presumed innocent until proven guilty in a court of law.
