Kendall County, IL – A 19-year-old Elgin man is in custody following a joint investigation by the Kendall County Sheriff’s Office and the Elgin Police Department that began after a missing juvenile was reported in late September.

According to the Kendall County Sheriff’s Office, deputies responded on September 26, 2025, to a report of a missing juvenile in unincorporated Oswego Township. The child was later located by Elgin police in the company of the suspect, identified as Brandon Mancera, 19.

Investigators said the juvenile and Mancera had communicated online and met in person on two occasions. A joint investigation led by both departments resulted in felony charges after the Kendall County State’s Attorney’s Office reviewed the evidence.

Mancera has been charged with one count of Aggravated Criminal Sexual Abuse (Class 2 felony), two counts of Traveling to Meet a Minor (Class 2 felonies), one count of Indecent Solicitation of a Child (Class 3 felony), and one count of Indecent Solicitation of a Child (Class 4 felony).

Undersheriff Bobby Richardson emphasized the collaboration between agencies, saying their goal was to “safeguard the community, especially its most vulnerable members.”

Mancera reportedly turned himself in to the Kane County Sheriff’s Office on November 5, 2025, before being transferred to Kendall County Jail, where he awaits a pretrial hearing.
