ST. CHARLES, IL – A Kane County man has been sentenced to 18 years in prison for the predatory criminal sexual assault of a child, according to Kane County State’s Attorney Jamie L. Mosser.

Norman Hoel, of Elgin, agreed to the sentence in exchange for a guilty plea to one count of Predatory Criminal Sexual Assault of a Child, a Class X felony. Judge Barsanti accepted the plea on Monday.

According to Assistant State’s Attorney Morgan Wilkinson, the assaults occurred between December 2, 2019, and July 8, 2024. Prosecutors said Hoel, who knew the victim, touched the child’s sexual organ for his own gratification.

In addition to his prison term, Hoel must register as a lifetime sex offender under the Illinois Sexual Offender Registration Act. By law, he must serve at least 85% of his sentence and will be under mandatory supervised release for three years to life.

Assistant State’s Attorney Wilkinson thanked the Kane County Child Advocacy Center team for their work on the case. “This defendant exploited a minor’s trust to abuse them,” Wilkinson said. “The victim’s courage in coming forward ensured the defendant was held accountable.”
