Elgin, IL – An intense multi-agency emergency response shook an unincorporated Elgin neighborhood after authorities uncovered a major cache of suspected explosive materials inside a local residence.
The incident erupted after a homeowner contacted officials, raising the alarm about dangerous chemicals her son, David Minard, allegedly had delivered to the property. Minard, 46, was quickly located by law enforcement and returned to the scene, where he reportedly cooperated with authorities.
According to the Kane County Sheriff’s Office, the discovery triggered a sweeping safety operation that brought together specialized explosives technicians from across Illinois, including teams from the DuPage County and Chicago Police Department Bomb Squads, the Illinois Department of Natural Resources, the South Elgin and Elgin Fire Departments, the FBI, ATF, and Homeland Security Investigations. Over the course of two days, crews meticulously tested and removed what officials described as hundreds of suspected explosives, precursor chemicals, equipment, and bomb-making parts—effectively neutralizing a potential threat to the community.
Officials stressed the extraordinary teamwork and swift coordination that ensured public safety, crediting both local and federal partners for their rapid response.
Following the investigation, Minard was taken into custody and faces a series of serious charges. According to the Kane County State’s Attorney’s Office, he has been charged with 12 counts of Class 1 Felony for the alleged possession of explosives or incendiary devices, 12 counts of Class 3 Felony for the alleged possession of explosive materials without a license, and 12 counts of Class 3 Felony for the alleged manufacture or possession of bombs or grenades.
Authorities remind the public that these charges are allegations. Minard is presumed innocent unless proven guilty in court, and the State bears the burden of proof beyond a reasonable doubt.
