According to the Kane County State’s Attorney’s Office, the initiative took place from 11 p.m. on October 31, 2025, to 3 a.m. on November 1, 2025. Twelve law enforcement agencies across Kane County — including departments in Aurora, Batavia, Elgin, South Elgin, St. Charles, Carpentersville, Geneva, East Dundee, Elburn, Montgomery, Pingree Grove, as well as Illinois State Police Troop 3 and the Kane County Sheriff’s Office — participated in the coordinated effort.
During a No Refusal operation, suspected impaired drivers are arrested and transported to a police station for chemical testing. Officials said that if a driver refuses testing, an assistant state’s attorney advises them that a court order may be sought to compel compliance. During this year’s initiative, no search warrants were required.
State’s Attorney Jamie L. Mosser said the continued need for the program underscores its impact. “Despite holding these enforcement operations every year, we continue to see drivers who choose to ignore the risks and put others in danger,” Mosser said.
Aurora police arrested two individuals:
• Rafael Cruz, 53, of Aurora, allegedly driving under the influence with a reported BAC of 0.08 or higher.
• Navidad Fernandez, 27, of Aurora, also allegedly driving under the influence with a BAC above 0.08.
Pingree Grove police arrested:
• Gabriel Silva, 22, of Carpentersville, who allegedly drove under the influence with a BAC above 0.08.
All three defendants are scheduled to appear in Kane County Court on November 17, 2025, and all are presumed innocent until proven guilty.
