According to the Kanawha County Sheriff’s Office, Robert Dwight Evans, treasurer of the Handley Volunteer Fire Department, allegedly misused an unauthorized debit card tied to the department’s general account between 2022 and 2025.
Deputies said more than $95,000 was withdrawn from ATMs from January 2023 through June 2025. Investigators also found that Evans allegedly deposited cash into his personal bank account and gambled roughly $37,000 through FanDuel.
By June 2025, officials reported that the department’s account balance had dropped from about $22,000 to $142, leaving several utility bills unpaid. The total loss to the department is estimated at $95,000.
Evans is currently being held at the South Central Regional Jail on a $100,000 cash-only bond. The sheriff’s office says the investigation remains ongoing, and additional charges are possible.
