According to the Washington County Sheriff’s Office, investigators executed the operation on Nov. 21 after receiving multiple tips regarding ongoing abuse. Deputies spoke with a neighbor who reported a long history of mistreatment, including animals allegedly being deprived of food and water, dead carcasses on the property, and the use of a wooden stick and pipe to keep a dog lying down.

Deputies said the dog on scene had no access to food or water and was chained to a deteriorating structure. A horse found on the property had been tied to a tree and was allegedly unable to reach food or water. Two goats and two kids were discovered in a confined fenced area without basic resources, while investigators noted a bucket of oil within reach of the animals.

Officials transported Rudy Ariel Dubon, 38, to the Washington County Detention Center, where he was charged with Cruelty to Animals. Deputies said Dubon’s bond was set as an OR release, meaning he would typically be released without posting bond. However, authorities confirmed he has a detainer from U.S. Immigration and Customs Enforcement.

According to WCSO, Dubon will remain in custody for 48 hours to allow ICE officials the opportunity to assume custody for potential federal immigration proceedings.
