JOHNSON CITY, TN – Washington County Sheriff’s deputies arrested a 55-year-old Johnson City man Thursday, charging him with Civil Rights Intimidation, False Imprisonment, and Simple Domestic Assault.

According to Sheriff Keith Sexton, deputies located the suspect, Hayse H. Lowe, in the 3300 block of McKinley Road shortly before 3 p.m. Thursday. Others inside the home told deputies that Lowe was hiding in the basement. A K9 unit was deployed to help bring him out safely without further incident.

The charges reportedly stem from several incidents over the past few months. According to the Washington County Sheriff’s Office (WCSO), the victim came forward on the morning of Nov. 6, reporting physical abuse and being locked inside the residence to prevent her from leaving.

Deputies later determined that Lowe allegedly has a prior history of domestic violence, with related charges and convictions in Georgia, Florida, and Tennessee, according to investigators.

Lowe was booked into the Washington County Detention Center on a $20,000 bond and is scheduled to appear in court on Nov. 7.
