Chicago, IL – A 33-year-old Chicago man is facing multiple charges after allegedly striking an Illinois State Police vehicle early Saturday while a trooper was investigating a previous crash on the I-57 northbound ramp near Posen.
According to Illinois State Police Troop 3, the incident happened around 1:41 a.m. Saturday on the 147th Street ramp to I-57 northbound. A trooper had parked with emergency lights activated and was inside the vehicle conducting a traffic crash investigation when a Mercedes-Benz C300 collided with the rear of the squad car.
The driver of the Mercedes, identified as Brian Blackwell Jr. of Chicago, was transported to a nearby hospital with injuries. He was cited for multiple alleged violations, including Aggravated Scott’s Law (a Class 4 Felony), Driving Under the Influence of Alcohol and Drugs, Failure to Reduce Speed to Avoid an Accident, Following Too Closely, Improper Lane Usage, and Move Over Law violations.
In 2025, Illinois State Police have reported seven Move Over Law-related crashes to date. In 2024, there were 27 such incidents involving 12 troopers injured and one death. The Move Over Law, also known as Scott’s Law, requires drivers to change lanes or significantly reduce speed when approaching stationary emergency vehicles displaying emergency or hazard lights.
Violations of the Move Over Law can result in fines between $250 and $10,000. If the offense leads to injury, the violator’s driver’s license may be suspended for six months to two years.
The trooper inside the vehicle was not reported injured.
