Illinois State Police: Effingham Man Charged in Late-Night Golf Cart Hit-and-Run

Effingham, IL – Illinois State Police have identified and charged an Effingham man in connection with a late-night hit-and-run crash that left a woman seriously injured last month.

According to Illinois State Police Zone 7 Investigations, the incident occurred around 11:19 p.m. on September 28, 2025, near Holiday Drive and North Maple Street in Effingham. Investigators say the victim, a woman riding her scooter, was struck by a golf cart. She suffered serious injuries and was transported to a local hospital for treatment.

Following an investigation, ISP agents identified 39-year-old Dustin Brown as the suspect. On October 17, 2025, the Cumberland County State’s Attorney filed multiple charges against Brown, including:

  • Failure to Report a Crash Involving Injury or Death (Class 2 Felony)
  • Failure to Report a Crash Involving Injury (Class 4 Felony)
  • Failure to Reduce Speed to Avoid an Accident (Class A Misdemeanor)

Authorities noted that no booking photo is currently available.

The investigation remains ongoing, and officials emphasized that charges are not evidence of guilt. The defendant is presumed innocent until proven guilty in a court of law.
