Illinois Senate Advances Hunting Permit Reform for Landowners This Week

Springfield, IL – Illinois farmers and landowners could soon gain easier access to hunting permits under a measure sponsored by State Senator Patrick Joyce that passed the Senate this week.

Aimed at cutting red tape for rural residents, the legislation would make it simpler and cost-free for property owners to hunt on their own land — particularly in areas impacted by deer disease.

According to the Illinois Senate Democrats, House Bill 2340 would allow landowner deer, turkey and other hunting permits to be issued without charge to individuals owning at least 20 acres in counties where chronic wasting disease has been identified. The measure also includes resident tenants of at least 20 acres of commercial agricultural land and individuals who are owners, shareholders or partners in businesses that own such land.

Joyce, a Democrat from Essex and an avid hunter himself, said he introduced the bill after hearing repeated concerns from constituents in the 40th District and beyond who struggled to obtain permits during hunting season.

“If someone wishes to hunt on their own property, let’s get them the permits they need without the hassle and charge,” Joyce said during floor debate. “This would not only give hunters more freedom, it would also allow hunters to better manage diseased deer herds.”

House Bill 2340 passed the Senate with bipartisan support on Wednesday and now heads back to the House for final approval before potentially reaching the governor’s desk.

The legislation has received backing from several farming and wildlife organizations that see the measure as a way to support both rural landowners and responsible wildlife management practices.
