Washington, DC – Illinois Rep. Lauren Underwood has emerged as one of Congress’s strongest Democratic voices of opposition to President Donald Trump’s policy agenda, according to a newly released “Trump Score” by the Institute for Legislative Analysis.

According to the report, Underwood — who represents Illinois’s 14th Congressional District, covering parts of Will, DeKalb, and Kendall Counties — aligned with Trump-backed policies only 4.34% of the time. That makes her the least aligned member of Congress in the analysis, a distinction likely to appeal to Democratic voters who value firm resistance to the president’s platform.

The revamped “Trump Score,” now available at GOPScorecard.com, expands on a system first introduced by FiveThirtyEight. It evaluates thousands of congressional votes, including amendments and procedural actions, to gauge how often lawmakers supported Trump’s positions.

While Republicans like Mary Miller (92.33%) and Mike Bost (84.62%) closely tracked with Trump’s priorities, Underwood and fellow Illinois Democrats Eric Sorensen (20.78%) and Nikki Budzinski (20.65%) stood among the party’s most consistent Trump opponents.

Nationally, the analysis found Democrats largely unified in rejecting Trump’s policies, with limited overlap primarily on foreign policy and civil liberties votes. The Institute plans to expand the scorecard to include state lawmakers in all 50 states.
