According to the Illinois Department of Natural Resources (IDNR) and the Office of the Illinois State Fire Marshal (OSFM), any group or individual sponsoring a display must verify that their fireworks vendor holds proper state-issued licenses and storage certificates, as mandated by the Illinois Explosives Act.

The law, enforced by the IDNR’s Office of Mines and Minerals, requires a license and certified storage for anyone handling display-grade fireworks. While consumer fireworks are regulated separately by the OSFM and may be used in localities where permitted by ordinance, handheld items such as roman candles, firecrackers, and bottle rockets remain illegal statewide.

IDNR reports that Illinois currently licenses over 2,100 individuals for explosives use, with nearly 700 permitted specifically for fireworks displays. There are also 94 certified storage sites for display-grade fireworks among the state’s 723 registered explosives magazines.

The state is also highlighting the risks associated with improper fireworks use. According to the National Fire Protection Association, fireworks triggered over 31,000 fires nationwide in 2022. The 2024 reporting period in Illinois saw 156 injuries and one fatality linked to fireworks incidents, with sparklers and mortars being among the leading causes.

“Fireworks are a holiday favorite, but they’re also unpredictable and potentially dangerous,” said acting State Fire Marshal Allen Reyne. “We encourage the public to attend licensed professional displays and opt for safer alternatives, such as glow sticks, to reduce the risk of injury.”

Violating Illinois fireworks laws can result in a Class 3 felony, punishable by up to five years in prison and a $10,000 fine. Residents are urged to report illegal or unsafe fireworks activity to IDNR and OSFM.
