Springfield, IL – The Illinois High School Association (IHSA) is weighing a major change that could give student-athletes new freedom to transfer schools without losing a full season of eligibility.

Proposal 8, submitted by Wheaton St. Francis Principal Raeann Huhn, would allow students to transfer once — between public or private schools — and regain eligibility after a 30-day waiting period, instead of sitting out the rest of the season.

The policy, which would take effect in the 2026–2027 school year if approved this December, aims to balance student mobility and competitive fairness. Second or third transfers would still trigger up to a one-year ineligibility period, keeping safeguards in place against repeated moves.

The proposal also allows limited varsity play for students who transfer to schools without lower-level teams, though postseason participation would remain restricted.

Supporters say the change modernizes IHSA policy to reflect family realities — including relocations, private school changes, and social concerns — while critics warn it could blur lines between athletic opportunity and recruiting.

IHSA member schools will vote on the measure in December 2025, with implementation slated for fall 2026 if it passes.
