Illinois Halloween Season: Haunted Houses Undergo State Safety Checks

Springfield, IL – Haunted houses across Illinois are undergoing safety inspections this week as the Halloween season gets underway. The Illinois Department of Labor (IDOL) and the Office of the Illinois State Fire Marshal (OSFM) are working together to ensure attractions meet safety standards before opening to the public.

According to IDOL, operators must pass inspections before receiving operating permits. While some not-for-profit haunted houses may qualify for inspection exemptions, local authorities are still responsible for oversight. If a municipality lacks local inspectors, OSFM can step in upon request from a fire chief.

“Spooky season is something many people look forward to in Illinois,” said Brian Fox, IDOL Carnival Manager. “Our inspectors verify that operators have taken the necessary precautions to make haunted houses both safe and fun.”

Following deadly fires in the 1970s and 1980s, Illinois introduced strict codes for haunted attractions. Current requirements include fire alarms with smoke detection, sprinkler systems in larger facilities, wide exit pathways, panic hardware on exit doors, flame-resistant decorations, and worker emergency training. Pyrotechnics and open flames face tight restrictions.

“The OSFM wants everyone to enjoy a frightful but safe experience,” said State Fire Marshal Michele Pankow, noting inspectors aim to fix violations quickly so attractions can open on time.

In addition to fire safety, Illinois law mandates criminal background checks, sex offender registry checks, and substance abuse policies—including random drug testing—for amusement workers.
