Chicago, IL – A Chicago chiropractor has been sentenced to nearly six years in federal prison for orchestrating a $2.1 million healthcare fraud scheme involving false insurance claims.

According to the U.S. Attorney’s Office for the Northern District of Illinois, Clarence W. Brown III, 49, owned and operated two Chicago clinics — CB3 Wellness, Inc. and Apex Integrated Medical Center, Ltd. From 2016 to 2020, Brown submitted over 6,000 fraudulent claims to Blue Cross Blue Shield of Illinois for medical services that were never provided. Some of the claims were filed while Brown was out of the country or his medical license was suspended.

Federal prosecutors said the scheme defrauded BCBS out of approximately $2.1 million. Brown allegedly used the proceeds to fund an extravagant lifestyle, including international vacations, luxury shopping sprees, and the purchase of a $100,000 BMW X5.

In 2024, a jury convicted Brown on all nine counts of healthcare fraud. On Nov. 19, 2025, U.S. District Judge John F. Kness sentenced Brown to five years and ten months in prison and ordered him to pay more than $2 million in restitution.

“The defendant was motivated by greed,” said Assistant U.S. Attorney Andréa L. Campbell, noting Brown’s “calculated deception” that enriched him for years at the expense of insurers and patients alike.
