Brown III, 49, owned and operated two Chicago clinics — CB3 Wellness, Inc. and Apex Integrated Medical Center, Ltd. From 2016 to 2020, Brown submitted over 6,000 fraudulent claims to Blue Cross Blue Shield of Illinois for medical services that were never provided. Some of the claims were filed while Brown was out of the country or his medical license was suspended.
