Howard County, IN – A 14-month multi-agency investigation into human trafficking and prostitution across central Indiana led to the arrest of three individuals Wednesday, following coordinated search and arrest warrants in several cities, according to the Indiana State Police.

Authorities executed warrants early Wednesday, October 15, 2025, at multiple business locations and homes in Kokomo, Indianapolis, Carmel, and Noblesville, uncovering alleged illicit activity operating behind licensed massage parlors.

According to police, Yanyan Zhao, 35, and Xingchen Li, 36, both of Noblesville, were arrested on felony charges of Corrupt Business Influence and Promoting Prostitution, following warrants issued by Howard County Superior Court II. A third suspect, Hui Li, 56, was also taken into custody on similar charges.

Authorities say the targeted locations included:

  • Sun Spa – 608 E. Markland Ave., Kokomo
  • Dahlia Spa – 2717 E. 56th St., Indianapolis
  • Sunflower Spa – 5320 Madison Ave., Indianapolis
  • Two residences in Noblesville and Carmel

During the operation, one adult victim was reportedly recovered and has since been provided shelter and support through the Indiana Trafficking Victims Assistance Program and the Department of Homeland Security.
