Forest Hill, MD – Five adults are facing multiple charges after Harford County Sheriff’s Office deputies say they uncovered an organized retail theft scheme targeting a Kohl’s department store in Forest Hill, with more than $4,000 in merchandise stolen across several incidents this fall.

According to the Harford County Sheriff’s Office, the first reported theft occurred on October 30 at the Kohl’s located on Osborn Parkway. Deputies said two suspects allegedly loaded multiple pairs of Nike sneakers into a large suitcase, placed it near the front doors, and exited the store. A third suspect allegedly entered moments later, retrieved the suitcase, and left without paying. Investigators said the stolen merchandise was valued at more than $1,000.

Authorities later identified the suspects as Hayward T. Henderson Jr., 42, of Edgewood; Susan Frazier, 45, of Edgewood; and Eric C. Briggs Sr., 49, also of Edgewood.

A second theft was reported November 4 at the same location. Deputies said Briggs Sr. and an unidentified woman allegedly used the same method, placing merchandise into a suitcase before another suspect, identified as Christopher C. Erwing, 34, of Aberdeen, exited the store with the items. The total loss in that incident was just over $2,000, according to investigators.

On November 10, deputies responded to a third reported theft at the Forest Hill Kohl’s. Police said four suspects allegedly worked together to steal more than $1,500 in merchandise using a stolen suitcase. Henderson, Frazier, and Briggs were again identified, along with an unidentified woman later determined to be Frazier’s husband, Phillip V. Frazier Sr., 45, of Edgewood.

Detectives later executed a search warrant at the Frazier residence on December 4, where deputies said they recovered stolen merchandise and an unserialized handgun allegedly belonging to Phillip V. Frazier Jr., 23, of Edgewood.

All suspects were charged with multiple theft-related offenses. Additional charges include organized retail theft, theft scheme, and possession of an unserialized handgun. Several suspects were released on summons or unsecured bonds, while others were served warrants.

“This type of organized retail theft doesn’t just hurt stores—it impacts the entire community,” Sheriff Jeffrey Gahler said in a statement.
