Vandalia, IL – Illinois State Police (ISP) announced the arrest of 43-year-old Arnold B. Rivera of Vandalia in connection with the death of 14-year-old Kylie M. Toberman, whose body was found Thursday inside a Vandalia home.

According to Illinois State Police Division of Criminal Investigation agents, Vandalia Police discovered Toberman’s body inside a residence on the 1100 block of West Gallatin Street on November 14, 2025, and immediately requested assistance from ISP and the Illinois Child Death Investigation Task Force. Investigators identified Rivera as a suspect within hours, locating and taking him into custody later that same day.

On November 17, 2025, ISP presented its case to the Fayette County State’s Attorney’s Office, which filed multiple charges against Rivera — including two counts of first-degree murder, two counts of criminal sexual assault, one count of concealment of a homicidal death, and one count of concealing a death. Rivera is currently being held pending trial.

Authorities said the investigation remains active and are aware of online discussions regarding the case. Agencies assisting include the Fayette County Sheriff’s Office, FBI, local coroner’s offices, and multiple county departments.

Police emphasized that the charges are not evidence of guilt, and Rivera is presumed innocent until proven guilty in court.
