Elgin, SC – A Columbia man is behind bars after allegedly leading deputies on a high-speed chase through Kershaw and Richland counties Tuesday afternoon before a K9 unit helped bring the pursuit to an end.

According to the Kershaw County Sheriff’s Office, the incident began around 2:35 p.m. Tuesday when a deputy attempted a traffic stop on a gray Toyota Camry on White Pond Road in Elgin. Authorities said the driver, later identified as 36-year-old Isaac Timothy Carter of Columbia, allegedly refused to stop and instead fled westbound onto Interstate 20 toward Richland County.

Investigators say Carter allegedly reached speeds of nearly 100 miles per hour during the pursuit. During the chase, officials said the fleeing vehicle allegedly struck the side of another motorist’s vehicle while traveling along the interstate. The pursuit continued until Carter exited I-20 at Clemson Road and allegedly drove into a residential neighborhood.

Deputies said the vehicle eventually reached a dead-end street, where Carter allegedly abandoned the car and attempted to flee on foot.

According to the sheriff’s office, K9 Sam was deployed and quickly closed the distance, allegedly apprehending Carter within seconds. Authorities said Carter was transported to a nearby hospital for treatment of a K9 bite before being taken into custody.

The Kershaw County Sheriff’s Office said the Richland County Sheriff’s Department, Elgin Police Department and the South Carolina Highway Patrol assisted during the incident.

Sheriff Lee Boan said he was thankful no bystanders were injured during the chase. He noted Carter’s only reported injury was the K9 bite sustained during the apprehension.

Carter is currently being held at the Kershaw County Detention Center awaiting a bond hearing.

Authorities said Carter allegedly faces several charges, including trafficking methamphetamine, possession with intent to distribute methamphetamine, failure to stop for a blue light and resisting arrest. Investigators said additional charges could be pending as the case remains under review.
