Glen Ellyn, IL – A Rockford cleaning woman is facing felony charges after allegedly stealing more than $10,000 worth of jewelry from a client’s home in Glen Ellyn.

According to the DuPage County State’s Attorney’s Office, Frances Carter, 44, of Rockford, was charged with one count of residential burglary, a Class 1 felony, following an investigation by Glen Ellyn police. Authorities said Carter was taken into custody without incident on Monday.

Investigators allege that Carter used her position as a cleaning service worker to access the home of a Glen Ellyn resident and steal items that included a 14-karat white gold diamond ring, a 14-karat yellow gold tennis diamond bracelet, and other jewelry. The missing items, valued at approximately $11,325, were reported stolen sometime after Oct. 11, 2024, police said.

State’s Attorney Robert Berlin said Carter allegedly betrayed the trust of her client while working inside the home. “While the benefits of hiring a cleaning service can be advantageous, such as freeing up time for family, you must remember that when you hire a cleaning service, you are allowing unsupervised people in your home,” Berlin said, urging residents to take precautions such as background checks and securing valuables.

Glen Ellyn Police Chief Philip Norton said detectives recovered the stolen property, noting that the jewelry had “significant sentimental value” in addition to its monetary worth.

Carter appeared in First Appearance Court on Tuesday, where a judge denied the state’s request to detain her pre-trial but ordered conditions of release, including no contact with the victims. Her next court appearance is scheduled for Sept. 29 in front of Judge Brian Telander.

Officials reminded the public that the charges are allegations and Carter is presumed innocent until proven guilty in court.
