Oswego, IL – A 55-year-old Oswego man was arrested Sunday morning following a traffic stop near Route 31 and Century Drive, police said.

According to the Oswego Police Department, officers stopped Richard L. Haley Jr. around 10:39 a.m. on Sunday, August 31, 2025. Police alleged Haley was driving under the influence while his license was revoked due to prior DUI offenses. Authorities said he also presented another person’s driver’s license in an attempt to obstruct identification.

Haley was charged with aggravated DUI, a Class 2 felony, as well as driving while license revoked and obstructing identification. Officers also issued citations for improper lane usage and tinted windows, police reported.

The Kendall County State’s Attorney’s Office approved the felony charge, and Haley was transported to the Kendall County Jail. He is scheduled for a detention hearing on Tuesday, September 2, 2025.

Police added that a dog was in the vehicle at the time of the stop. The animal was turned over to animal control without incident.

Authorities emphasized that all charges are accusations and Haley is presumed innocent until proven guilty.
