Dover, DE – A welfare check Wednesday afternoon led Delaware State Police to arrest a Dover man after troopers allegedly found drugs and a homemade explosive device inside his vehicle.
According to Delaware State Police, the incident occurred around 4:30 p.m. on October 22, 2025, when troopers were following up on an unrelated investigation in the 4000 block of Forrest Avenue. While there, they found a man slumped over and snoring in the driver’s seat of a pickup truck parked in the driveway with the door open.
Troopers approached to check on his welfare and, in plain view, saw a blue wax bag consistent with heroin packaging. Once the man woke up, he was identified as 39-year-old Bradley Buchman of Dover and was taken into custody without incident.
A search revealed approximately 33 wax bags containing .99 grams of suspected heroin and two bags with 14 grams of suspected methamphetamine. Inside the truck, troopers also found drug paraphernalia and what appeared to be a handmade explosive device.
The Delaware State Police Explosive Ordnance Disposal Team and Delaware State Fire Marshal’s Office confirmed the object was an improvised explosive device (IED).
Buchman was charged with multiple drug offenses, including Possession of a Controlled Substance Tier 2 Quantity (Felony), and later charged by the Fire Marshal’s Office with Possession of an Explosive Device (Felony). He was initially released on an unsecured bond for the drug charges but later committed to Sussex Correctional Institution on a $5,000 cash bond for the explosive charge.
