According to Delaware State Police, the incident occurred around 3:50 p.m. on November 8, 2025, when troopers and Dover Police officers responded to a burglar alarm at the State Bureau of Identification on South Bay Road. Investigators say the suspect, later identified as 29-year-old Isiah Worthy, forced entry using a steel sewer lid, damaged property, and stole money.
During the investigation, detectives discovered that another nearby building—the Office of Management and Budget’s Fleet Services—had also been burglarized. Police allege Worthy used the same method to enter, stealing key fobs before taking off in a state-owned Ford Mustang Mach-E. The suspect allegedly drove recklessly through the parking lot, striking two parked vehicles. A bank bag containing stolen money was later recovered nearby.
Troopers tracked the stolen Mustang via GPS and found it abandoned on Carpenter’s Bridge Road. Shortly afterward, they located Worthy walking along Canterbury Road. He was detained without incident, and police say additional stolen money was found on him.
Worthy was charged with multiple felonies, including Burglary 3rd Degree, Theft of a Motor Vehicle, and Wearing a Disguise During the Commission of a Felony. He was committed to Sussex Correctional Institution on a $14,050 secured bond.
