Dagsboro, DE – A Millsboro man was arrested Sunday following a welfare check that led to allegations of fifth offense DUI and multiple drug charges in Sussex County.
According to Delaware State Police, troopers were dispatched around 4 p.m. Sunday to the 30000 block of Iron Branch Road in Dagsboro after witnesses reported an unconscious man behind the wheel of a parked Ford Escape. The vehicle was observed on the southbound shoulder with its turn signal blinking and windshield wipers running, while the driver appeared unresponsive and was leaning out of the door.
Upon arrival, troopers identified the driver as 62-year-old Kurt Faulkner. Police allege Faulkner was sweating excessively, displayed signs of impairment, and had an open whiskey bottle in the car. Emergency medical services transported him to a nearby hospital for evaluation.
A records check allegedly revealed Faulkner had four prior DUI convictions. During a search of the vehicle, troopers reported discovering twenty-six baggies containing suspected heroin and drug paraphernalia. Authorities obtained a blood search warrant to confirm impairment.
Faulkner was subsequently arrested and arraigned at Justice of the Peace Court 3. He was charged with fifth offense DUI (felony), noncompliance with conditions of bond (felony), possession of a controlled substance, drug paraphernalia, driving while suspended or revoked, and failure to have a registration card in possession. Faulkner is being held at Sussex Correctional Institution on $8,500 cash bond.
