Smyrna, DE – Delaware State Police arrested a Wilmington man on felony drug and contraband charges after uncovering a smuggling scheme inside the James T. Vaughn Correctional Center, with two other suspects still at large.

According to Delaware State Police, 36-year-old Shamar Clark, of Wilmington, was charged Monday after investigators determined he coordinated with Charles Chambers, 35, and Jalen Hubbard, 31, to sneak drugs and contraband into the Smyrna prison.

The investigation began July 23, 2025, when correctional officers inspecting a couch delivered to the facility’s furniture shop smelled marijuana and discovered large amounts of drugs and electronics hidden inside. Items recovered included nearly 1.6 kilograms of marijuana and THC edibles, 59.6 grams of methamphetamine, 34 sheets of suspected K2 or K3 paper, 251 grams of gabapentin pills, 80 suboxone strips, two cell phones, and 53 USB drives.

Detectives said Clark, an inmate at the facility, coordinated the delivery from inside the prison. Arrest warrants were obtained for all three suspects on October 7, and Clark was formally charged on October 20, remaining held on a $64,000 secured bond.

Chambers and Hubbard remain wanted for multiple felony offenses, including promoting prison contraband, conspiracy, and drug possession with intent to distribute.
