New Castle, DE – Delaware State Police have identified 61-year-old Philip Phipps, of New Castle, as the victim of a fatal pedestrian crash that occurred on August 31, 2024. The incident happened in New Castle, prompting an ongoing investigation by the Delaware State Police Troop 2 Collision Reconstruction Unit.
