Authorities say the suspect, Memphis Lor, was driving southbound between Fruit Heights and Layton on October 22, 2025, when he allegedly tossed six three-week-old puppies out of his car window at high speeds. Two puppies were killed instantly, and one suffered serious injuries.
According to the sheriff’s office, two other puppies survived unharmed, and one remains missing. Deputies also found the puppies’ mother, who had been intentionally abandoned near Bountiful Pond and was severely malnourished.
Following an investigation by Animal Care of Davis County, Lor was identified and arrested on October 29, 2025, on seven felony counts of torturing a companion animal.
Officials credited concerned citizens who helped locate the surviving puppies and their mother. “Thanks to their quick action and the diligent work of our animal care team, the dogs are now safe and receiving medical treatment,” the sheriff’s office said in a statement.
