Torrington, Conn. – Heavy rain and flash flooding could swamp parts of northwest Connecticut and northeast Pennsylvania beginning Thursday afternoon, with rainfall totals reaching up to 5 inches in some areas.

According to the National Weather Service in Albany and Binghamton, a Flood Watch is in effect from Thursday afternoon through Friday afternoon for Litchfield County, Conn., and until late Thursday night for counties across northeast Pennsylvania and Sullivan County, N.Y. A stalled front and moisture-laden atmosphere will drive rounds of intense rain, producing rates of 1–2 inches per hour, especially Thursday evening.

In Connecticut, cities like Torrington, New Milford, and Thomaston could see street flooding and rising creek levels. Pennsylvania towns including Scranton, Wilkes-Barre, Honesdale, and Milford face similar risks as slow-moving thunderstorms repeatedly track across the same areas.

Flooding is most likely in urban zones, poor drainage areas, and near streams and creeks. Residents are urged to avoid flooded roads, secure outdoor items, and have emergency plans ready.

Rain could linger into Friday morning in Connecticut, with more advisories possible if rainfall intensifies or persists.
