Chester, South Carolina – Multiple arrests followed coordinated narcotics search warrants executed Friday in the City of Chester, according to the Chester County Sheriff’s Office.

According to the sheriff’s office, deputies worked alongside the South Carolina Law Enforcement Division and the Fairfield County Sheriff’s Office to execute multiple search warrants in the area of Sterling and Gann Streets. The searches were part of an ongoing investigation into the alleged illegal distribution of narcotics.

During the searches, investigators allegedly seized approximately 38 grams of a substance believed to be MDMA, about 13.2 grams believed to be crack cocaine, and approximately 4½ pounds of a substance believed to be marijuana. Authorities also reported seizing firearms during the operation.

Deputies arrested Anthony Waters and James Strong at the residences. Officials said Waters faces multiple charges, including two counts of possession with intent to distribute crack cocaine (second offense), possession of a weapon during a violent crime, sale or delivery of a pistol by a person unlawfully in possession, unlawful possession of a firearm by a person convicted of a felony, three counts of trafficking methamphetamine or cocaine (second offense), and possession with intent to distribute marijuana. Investigators allege several of the charges are enhanced due to prior offenses.

James Strong was charged with possession with intent to distribute marijuana, according to the sheriff’s office.

Authorities also reported that Ruby Strong was arrested at the scene on an outstanding family court bench warrant.

All individuals were transported to the Chester County Detention Center. The investigation remains ongoing, and additional charges are possible as evidence is reviewed.

The area surrounding Sterling Avenue includes residential streets frequently used by local commuters and nearby workers, making enforcement actions in the corridor a recurring public safety focus.
