Elmira, NY – Three Big Flats residents are facing charges after a disturbing animal cruelty investigation that led to the rescue of three dogs this week.
According to the Chemung County Sheriff’s Office, deputies arrested Tracey R. Itjen, 39, along with Douglas J. Itjen, 69, and Darlene Itjen, 67, all of Big Flats, on November 12, 2025.
The Sheriff’s Office said it began investigating in October after a tip from the Chemung County Probation Department about possible animal abuse on Antler Road. During the investigation, deputies allegedly learned that Tracey Itjen had force-fed a small dog coins and thumbtacks between June and October 2025.
Tracey Itjen was charged with Aggravated Cruelty to Animals, a felony, and is currently held at the Chemung County Jail for Violation of Probation. She is scheduled to appear in Big Flats Town Court at a later date.
Douglas and Darlene Itjen were both charged with Overdriving, Torturing, and Injuring Animals and Failure to Provide Proper Sustenance, both Class A misdemeanors. They were issued appearance tickets for a later court date.
Officials said three dogs were removed from the home by Southern Tier Animal Control at the request of the Chemung County District Attorney’s Office and the Sheriff’s Office.
