Charles County, MD – A Brandywine man faces multiple charges after allegedly fleeing police in a stolen vehicle Wednesday night with two young children in the car, authorities said.

According to the Charles County Sheriff’s Office, officers attempted to stop a Jaguar around 8:34 p.m. on October 30 near Crain Highway and Berry Road after receiving an alert about stolen registration plates. The driver, later identified as Khmari Michael Ruffin, 24, allegedly refused to stop and sped north into Prince George’s County.

Officers ended the pursuit per department policy but soon discovered the Jaguar had crashed near Cedarville Road. They observed Ruffin removing two children—both under six—from the vehicle before he ran toward a nearby convenience store and tried to enter an unattended car at the gas pumps. Officers quickly intervened, secured the children, and arrested Ruffin.

A search of the Jaguar revealed a .357 handgun with its serial number filed off, along with a large quantity of cannabis and drug paraphernalia consistent with distribution, police said. The plates were confirmed stolen, the vehicle was unregistered, and no car seats were found inside.

The Prince George’s County Police Department assisted at the scene, also responding to a separate crash involving a responding officer. Ruffin was booked into the Charles County Detention Center on charges including fleeing and eluding police, illegal firearm possession, drug distribution, theft, and child endangerment.

He remains held pending a bond review on Monday, November 3. The investigation remains ongoing.
