Snow totals between 1 and 3 inches are expected, with wind gusts reaching 35 mph. Farther north and east, including Potter, Tioga, Northern Clinton, Northern Lycoming, Sullivan and Northern Centre counties, advisories begin at midnight and run through 9 a.m. Wednesday, with up to 3 inches of accumulation.
