Westminster, MD – The Carroll County Sheriff’s Office Sex Offender Registry Unit has completed its September 2025 address verification operation, confirming 17 of 26 offender addresses across the county, officials said Wednesday.

According to the Sheriff’s Office, the checks were conducted between September 4 and September 10 as part of monthly compliance operations funded by the Federal Sex Offender Compliance Grant. Master Deputy McMillen, who supervises the registry unit, led the effort to ensure all listed addresses remain accurate and up to date.

The report noted that nine addresses could not be confirmed during this month’s operation. Those cases will continue to be checked throughout October. Officials emphasized that an “unverified” address does not indicate wrongdoing — it simply means the registrant was not present at the time of the visit.

No violations or criminal issues were discovered during the checks. The address verification process supplements Maryland’s legally mandated registration system, which requires offenders to report address changes regularly based on their assigned tier.

Under state law, Tier I offenders must register twice a year for 15 years, Tier II offenders twice a year for 25 years, and Tier III offenders every three months for life. Homeless registrants must register weekly.

The Carroll County Sheriff’s Office has overseen local sex offender registration since July 2011.
