Westminster, MD – A routine traffic stop in Westminster late last week led to the arrest of two Pennsylvania men after deputies allegedly discovered suspected fentanyl, cocaine, and cash inside their vehicle.
According to the Carroll County Sheriff’s Office, the incident occurred Friday, January 16, at approximately 12:57 p.m. Members of the Pro-Active Community Enforcement (PACE) Team were conducting traffic enforcement along Baltimore Boulevard when they observed a Honda Accord with Pennsylvania registration traveling westbound.
Deputies initiated a traffic stop near the intersection of Baltimore Boulevard and Gorsuch Road after observing a traffic violation, authorities said. The driver was identified as Phillip James Paul, 40, and the passenger as Kevin George Paul, 45. Both men are from Waynesboro, Pennsylvania.
During the stop, deputies requested a K-9 scan of the vehicle for controlled dangerous substances. The K-9 allegedly gave a positive alert for the odor of narcotics, prompting a search of the vehicle and its occupants.
According to the sheriff’s office, deputies recovered approximately 33.7 grams of suspected fentanyl—equal to 98 capsules—along with 58 grams of suspected cocaine. Authorities also reported finding alprazolam bars, CDS packaging materials, three cell phones, and $738 in U.S. currency during the search.
Both men were arrested and transported to the Carroll County Central Booking facility, where they were each charged with multiple offenses related to the possession and intent to distribute controlled dangerous substances. Officials said the suspects were held without bail and remain in custody at the Carroll County Detention Center.
All individuals are presumed innocent unless and until proven guilty in a court of law.
