BRADLEY, Ill. — The Bradley Police Department has announced a new partnership with The Blue Envelope Program, aimed at improving safety and communication during emergency responses and traffic stops involving individuals with special needs.
Through the Special Needs Awareness Program, officers will be alerted that a person inside a home or vehicle may have a condition that affects how they communicate or respond during high-stress situations. The program is designed to help first responders adjust their approach, drawing on specialized training to reduce confusion, stress, and the risk of escalation.
Officials say the program may benefit individuals with autism, dementia, PTSD, mental illness, intellectual disabilities, or other conditions that may cause difficulty with verbal commands, awareness of danger, or typical responses during police interactions. Individuals may hide, wander, or struggle to comply with instructions, particularly during traffic stops or emergency calls.
Participants who enroll will have information added to the police department’s system to notify responding officers when a registered address or vehicle is involved in a call for service. The Blue Envelope Program also includes optional vehicle decals or envelope materials that discreetly alert officers before they approach a vehicle.
Bradley police emphasized that there is no cost to participate in the program. Registration requires completing an application and waiver, and participants are encouraged to update or remove their information if circumstances change.
The department says the initiative supports dignity, independence, and safety for residents while helping officers better serve the community during roadway stops and emergency situations.
