The combination of bitter cold temperatures and gusty winds can cause frostbite on exposed skin in as little as 10 to 20 minutes, posing serious risks for anyone outdoors or traveling for extended periods. Conditions are expected to slowly improve late Sunday night into Monday, but cold hazards will persist.

Travel impacts are possible along major corridors including Interstate 81, Interstate 88, Interstate 86, U.S. Route 11, and New York Route 17, where vehicle breakdowns could quickly become dangerous. Forecasters note that the lowest wind chills this afternoon will be most widespread across higher elevations and open areas, where winds remain strongest. Even sheltered locations may experience dangerously low apparent temperatures.
