Deputy John Kile and H.E.A.T. Unit Deputy Dalton Palmer reportedly observed a Kia Forte being driven at a high rate of speed through a parking garage filled with pedestrians. According to the report, the driver failed to stop when signaled, continuing through several levels of the structure before exiting onto Mulberry Street, where she eventually stopped.
