Bethel, VT – Two people were taken into custody early Friday morning following a traffic stop on Main Street in Bethel, according to the Windsor County Sheriff’s Department. Authorities say the stop occurred around 12:45 a.m. on January 10, when Corporal Craig Watrous noticed a vehicle committing a traffic violation.

According to the department, signs of criminal activity were observed, and members of the Vermont State Police Royalton Barracks responded to assist. Following an investigation, officers arrested Donald Severance, 40, of Lebanon, on an outstanding arrest warrant for leaving the scene of an accident and negligent operation.

A second individual, Andrea Gilbert, 36, of Hartford, was allegedly found in possession of more than 2.5 grams of crack cocaine and charged accordingly.

Both suspects were transported to the Royalton State Police Barracks for processing. Gilbert was cited and released pending her court appearance, scheduled for March 10, 2026, at Windsor Superior Court. Severance was lodged at the Southern State Correctional Facility in lieu of bail and is set to appear in court January 12, 2026.

The Windsor County Sheriff’s Department thanked members of the Vermont State Police for their assistance in the arrest.
