According to police, the case began on September 5, 2025, when officers received a complaint involving a suspected fraud related to construction work in Douglass Township, Berks County. The victim reported that she accepted a written quote from Kraemer to complete construction work on her property totaling $77,300.

Police said the homeowner made payment and construction initially began. However, after approximately one month, Kraemer allegedly stopped all work without explanation and failed to maintain any further communication. Despite repeated attempts, the victim was reportedly unable to reach him.
